ASK Salt Spring: Francis Bread Trying To Remain Operational During Rezoning Application

ASK Salt Spring: Francis Bread Trying To Remain Operational During Rezoning Application

We were lucky enough to have both Islands Trustees as special guests at this ASK Salt Spring Zoom gathering, with Peter Grove joining fifteen of us for the entire time, and Laura Patrick joining us at about 12:30. While Francis Bread took the spotlight for much of the gathering, we also learned about Islands Trust challenges, logging, and housing restrictions and opportunities. After a heartfelt territorial acknowledgement, Peter began by sharing some of his thoughts and concerns. He expressed his horror with the events rocking our neighbor to the south and his deep, on-going concerns about COVID. These terrible dramas have forced us to recognize what is really important in our lives. He had read the ASK Salt Spring report from Gary Holman’s visit last week and asked us to recognize how hard Gary is working on so many fronts to address our local needs. And, to recognize how much he is accomplishing. Peter then briefly addressed some Local Trust Committee issues, primar…

ASK Salt Spring with CRD Director Gary Holman

ASK Salt Spring with CRD Director Gary Holman

Eleven participants welcomed CRD’s Gary Holman to an ASK Salt Spring Zoom gathering - the first in 2021. Gary began by confirming that the Salt Spring Island Transportation Commission is committed to getting a pedestrian pathway on the west (uphill) side of the Ganges Hill roadway. Hopes are that the Ministry of Transportation and Infrastructure (MoTI) will repave and add bike lanes to the Ganges Hill portion of Fulford Ganges Road (from Seaview to Beddis) this summer. While we may not be ready to construct this pathway at the same time, plans are to proceed as quickly as possible. Funding is a top consideration, with a strong preference for securing as much grant funding as possible before using Transportation Commission reserves or Community Works (gas tax) funding. Asking voters to approve additional funding through counter petition or referendum would be a last resort. Despite CRD staff efforts, it appears that getting MoTI’s design work for repaving in time to devel…

ASK Salt Spring with MLA Adam Olsen - Bravely Diving Into Complex Issues like Health Care

ASK Salt Spring with MLA Adam Olsen - Bravely Diving Into Complex Issues like Health Care

Fifteen joined the ASK Salt Spring Zoom gathering to welcome Adam back as our MLA. We had all missed him as he was forced into that candidate role again. Throughout the gathering, joy was repeatedly expressed that he can now get back to work to address those issues most important to us. He was pleased to introduce a new member of his team - Kate O’Conner - disappointed the she did not win in her riding but committed to providing her a wonderful experience serving our community. In the meantime, Adam and we all will benefit from having her on our team. Welcome, Kate! After a heartfelt territorial acknowledgment, we spent the first half hour learning more about the newly-released report, In Plain Sight, Addressing Indigenous-specific Racism and Discrimination in B.C. Health Care and discussing its implications. Among the shocking findings, we learned that 84% of the Indigenous British Columbians surveyed reported experiencing racism while seeking medical attention. Wh…

ASK Salt Spring Report with CRD Director Gary Holman

ASK Salt Spring Report with CRD Director Gary Holman

Fourteen gathered at the Foxglove Nursery Greenhouse to welcome our CRD Director Gary Holman. With higher numbers this week, we needed both the speaker system as well as more seats, but, despite a bit of scurrying, all seemed pleased with the idyllic setting. After a participant’s heartfelt territorial acknowledgment, Gary began with some good news: the Capital Regional Hospital district, a group to which we contribute each year, has allocated $3 million towards Lady Minto emergency room expansion, a $10 million project. The Lady Minto Hospital Foundation has committed $4 million and plans to raise the additional $3 million in a fundraising campaign. Gary will also be exploring additional funding possibilities with the Foundation. More good news is the completion of the North Ganges Transportation Plan (NGTP), Phase Two. With the completion of this project, we finally have a safe way for pedestrians to get from Country Grocer to the village with a pathway loop that includ…

ASK Salt Spring Updates on Local Roads and Provincial Election

ASK Salt Spring Updates on Local Roads and Provincial Election

For the second week in a row, the number of participants was lower than usual (eight this week as well), but, given pandemic concerns, the small number provided the perfect intimate - but socially distanced - gathering in the idyllic Foxglove Nursery Greenhouse. Nestled among the ferns on a clear, cold day with all the huge doors open for maximum ventilation, all appreciated the perfect setting - both lovely as well as one of the safest possible indoor gathering spots on Salt Spring. While our Fridays under the apple trees in the United Church Meadow were spectacular, participants expressed joy that such a perfect winter location had been offered to us. (A heartfelt thank-you, Foxglove!) For the first time in all the ASK Salt Spring weekly gatherings, we did not welcome a special guest. Instead, all of us were special, and we each had plenty of time to ask questions of each other, listen to answers, and participate in lively conversation about a wide variety of topics, inclu…

ASK Salt Spring with Mary Richardson, Chair of the Liquid Waste Commission

ASK Salt Spring with Mary Richardson, Chair of the Liquid Waste Commission

Eight came to our first ever ASK Salt Spring in the idyllic Foxglove Nursery greenhouse to welcome Mary Richardson, Chair of the Liquid Waste Commission as well as passionate advocate of the proposed composting facility in the Burgoyne Valley. While the numbers were small, they allowed us to learn so much about one of our most important, if not sexy, subjects: waste. We learned about offal and effluent and, yes, it was a great conversation. (Thanks, Mary!) Mary began by offering kudos to Elizabeth White for her dedication and the many hours she and others had contributed to making the proposed composting facility a reality. She was also very appreciative of the vision and drive of Community Services and the Farmland Trust. Hopes are to locate a composting facility at the Burgoyne Valley Community Garden (also known as the Shaw Family Community Garden). This large, 62-acre parcel of farmland has been continuously farmed since 1887 and was granted to the Farmland Trust for …

ASK Salt Spring 2021 CRD Budget with Director Gary Holman

ASK Salt Spring 2021 CRD Budget with Director Gary Holman

Thirteen came to the Lions Hall - a one-time ASK Salt Spring location - to welcome Gary Holman to discuss the soon-to-be adopted 2021 Capital Regional District (CRD) budget. While not as many as usual attended this ASK Salt Spring gathering, the blustery rain may account for some of this. Also, from an optimistic perspective, it is possible that very few Salt Springers have concerns about the proposed CRD budget with its 1% increase over 2020. After acknowledging living and working in the first nations land of the Coast Salish peoples, Gary walked us, step-by-step through, the proposed budget, including the budget process, COVID impacts, the overall 2021 CRD requisition, major contributions to the 1% increase, revenue sources, debt costs, and a summary of CRD Salt Spring requisition totals broken down by services. He also gave us a list of approved Community Works (gas tax) projects as well as those funded by his Grant-in-Aid funds. (For a copy of this detailed summary, plea…

ASK Salt Spring with Islands Trustee, Laura Patrick

ASK Salt Spring with Islands Trustee, Laura Patrick

With rain predicted, nine hearty Salt Springers gathered to welcome Islands Trustee, Laura Patrick, as our special guest in the United Church Meadow. Other than gusty winds that blew over a few of the unoccupied chairs, the weather was practically-perfect for our last Friday in the Meadow for this season. And it has been so good! Participants have clearly enjoyed our summer gatherings in the lovely Meadow - a welcome change from our spring of self-isolation and, for many, far too much Zooming about. We actually measured greater participation - average attendance has almost doubled during these summer months! After a heartfelt acknowledgment of our journey of Reconciliation offered by a participant, the question about the Local Trust Committee’s (LTC’s) Housing Challenges and Solutions planning process began. Recently, the LTC adopted this planning process as a priority. While Laura was pleased that this is being made a priority, she cautioned that more support is needed…

ASK Salt Spring with NDP MLA Candidate Zeb King

ASK Salt Spring with NDP MLA Candidate Zeb King

Sixteen hardy folks braved the chilly winds on a rainy fall Saturday. They were well-rewarded, for they all got an opportunity to meet the NDP Candidate, Zeb King and ask him questions. Even though some freezing participants left before 1:00, it is safe to say that everyone left glad that they had met Zeb as well as all having a better understanding of why he wants to be our next MLA. The loud and clear message Zeb offered to us was of his commitment to both the climate and social justice as well as his tenacity, persistence, and unwillingness to give up these commitments when faced with opposition. He reminded us that the time to make needed changes to our environmentally-damaging habits is running out and that we simply must act immediately. He began by telling us that he lives in Brentwood Bay, a neighbour and good friend of Adam Olsen whom he recruited to serve on the Central Saanich City Council with him. (They served together for a short time until Adam left to be o…

ASK Salt Spring with MLA Incumbent Candidate Adam Olsen

ASK Salt Spring with MLA Incumbent Candidate Adam Olsen

Thirty-six enthusiastic Salt Springers gathered in the United Church Meadow to welcome candidate Adam Olsen. While his visit to us was much like so many other times he has joined us at ASK Salt Spring, the spattering of green Adam Olsen signs signaled a slight difference in this gathering. The plentiful applause and the evident appreciation for him clearly illustrated the appreciation for Adam that has grown considerably these past few years. Later in the gathering, Adam shared his initial concerns (and, yes, even trepidation) coming to Salt Spring where involvement is widespread, intelligence prevalent, and opinions abound. He credited ASK Salt Spring as a reason that he now welcomes his regular journeys to Salt Spring. (Thanks, Adam!) Adam began by recalling the frequent journeys of his ancestors across the often-treacherous passages between islands, each with overlapping tribal territories but no clear boundaries. They made their passages in large - 40’ long by 7-8’ wide …

ASK Salt Spring with Islands Trust Local Trustee Laura Patrick

ASK Salt Spring with Islands Trust Local Trustee Laura Patrick

Surprisingly, the weather gods smiled upon us and the rain cleared, giving 10 participants another lovely – and at times even warm - day in the United Church Meadow.  Islands Trust Local Trustee Laura Patrick began our gathering by speaking about her personal journey of Reconciliation.  She then noted that she had spent the week participating virtually in the annual Union of British Columbia Municipalities (UBCM) conference. While there were amazing moments, like listening to the keynote speech by Margaret Atwood, she admitted that she missed the energy and creativity that can happen when meeting together in person. A couple of takeaway messages from this year’s conference are: To respond to the climate crisis, COVID crisis, and income inequality, local governments need to reallocate their resources and deploy innovative solutions. The pandemic has kicked off a migration of people from urban to more rural settings. Salt Spring is already seeing signs of this migratio…

ASK Salt Spring with MLA Adam Olsen

ASK Salt Spring with MLA Adam Olsen

Twenty-three Salt Springers welcomed our MLA Adam Olsen to this gathering in the United Church Meadow. (Two others listened from a distance, but they never joined our circle nor our conversation.) While the air was smokey - a constant reminder of those in peril in the fires to the south - the rain gods held off to allow us to again gather in the lovely Meadow. Adam began by inviting us all to speak from our hearts when we begin our meetings with an acknowledgment of our unceded territory. We were assured that, if spoken from the heart, it will be exactly as it should be. It is only the rote phrases that are repeated over and over that are meaningless. He suggested we may want to acknowledge the unbelievably-destructive impacts the colonial system has had upon our indigenous peoples and our environment. We may want to also consider the impacts it has upon us all. Adam’s advise is that if we are feeling frustration about this antediluvian system, it is okay to share those…

ASK Salt Spring Gathering with Gary Holman

ASK Salt Spring Gathering with Gary Holman

Fifteen participated in this ASK Salt Spring gathering that welcomed special guest CRD Director, Gary Holman. (Three others listened outside the circle in the shade of the apple tree.) The focus of much of the conversation was upon affordable housing progress and the stumbling blocks impeding this progress. The discussion began with a question about the proposed CRD affordable housing on Drake Road, property donated by School District 64. We learned that, while BC Housing continues discussions with CRD about a project on a portion of that property, there has still not been a definitive decision that Gary can share. The developer of the proposed 30-home Dragonfly development spoke to us about recently obtaining water certification for this affordable housing development. (The process to get this certification from the Ministry of Forests, Lands, Natural Resource Operations, and Rural Development - FLNRORD - took two-and-one-half years to complete.) With a very high flow (…

ASK Salt Spring Explores Mental Health

ASK Salt Spring Explores Mental Health

Fifteen participated in this ASK Salt Spring gathering on one of those perfect last days of summer in the United Church Meadow. Although all questions were welcomed, the focus of the conversation was upon mental health in our community. We were pleased to welcome health professional and co-chair of the Salt Spring Health Advancement Network (SSHAN), David Norget; President of the Salt Spring Community Health Society, Jennifer Williams; and Willie McPherson, of the Chu’an Society. David began the conversation by speaking briefly about himself and his involvement with SSHAN, a network of health professionals and health-related non-profits working together to address health issues challenging Salt Springers. He initiated the conversation by briefly telling us about SSHAN’s mental health initiative, dedicated to collaborating and cooperating to bring seamless mental health services to our island. Jennifer told us about the mental health initiative of the Salt Spring Communi…

ASK Salt Spring Neighbours Helping Neighbours Find Answers

Fifteen attended this ASK Salt Spring gathering on a perfect summer Friday to welcome Darryl Martin and Elisa Rathje, hard-working authors of our soon-to-be-released Climate Action Plan 2.0. Darryl, the chair of this audacious effort, began by acknowledging the many others (about 25) who have spent countless hours writing this plan of the action needed on Salt Spring to mitigate and adapt to the devastating effects of climate change. This plan has already been reviewed by most organizations to get their feedback, so the focus of the conversation at this ASK Salt Spring gathering was not upon governmental responsibility but upon what we as individuals can do to address our climate challenges. In answer to the first question about indigenous involvement in the development of the plan, Darryl told us that, although no indigenous representatives had participated on the writing and research teams, all 13 First Nations with an interest in Salt Spring were provided a draft and i…

ASK Salt Spring with Trustee Laura Patrick

ASK Salt Spring with Trustee Laura Patrick

Nine Salt Springers came to welcome Trustee Laura Patrick on a rainy August Friday. While this was an usually-low turnout, the rains and the winds whipping through the Portlock Picnic Pavilion go a long way towards explaining the smaller-than-usual group of participants. Did they ever miss a great discussion! Much of this discussion centred on housing and the imperative for our community to do the work necessary to guide us toward the future we need and deserve. Without that vision, according to Laura, we will be hard-pressed to maximize the benefits and minimize the harms of housing on Salt Spring, including its ecological, climatic, and socioeconomic dimensions. As an important step in this direction, Laura began by giving us some details about the Housing Working Group with which she has been working with since shortly before the pandemic. This group has written a report recommending a process for involving stakeholders and the community in an encompassing convers…

ASK Salt Spring with CRD Director Gary Holman

ASK Salt Spring with CRD Director Gary Holman

A total of 23 came to welcome Gary Holman and ask him questions about the issues on their minds. When folks began gathering in the United Church Meadow, there was pleasure in the clear, sunny day. Soon after noon, some had started to wilt in the unaccustomed beating sun while others huddled (too closely) to participate from the shade of the apple trees. Questions began with the recent unfortunate incident in which a bylaw enforcement officer was hurt in Centennial Park. Some expressed feeling that things felt out of control and that the Park no longer felt safe. Gary understood and agreed that it was very troubling. The RCMP has recommended a charge of “assaulting a Peace Officer,” a very serious charge. The individual has also been banned from Centennial Park. Gary stated that he had supported gradual, but consistent, increases in the budget for CRD bylaw enforcement since his term began and that has he will continue to support such increases. Gary and CRD staff are also…

ASK Salt Spring: Affordable Housing, Road Upgrades, Forest Protection and More with MLA, Adam Olsen

ASK Salt Spring: Affordable Housing, Road Upgrades, Forest Protection and More with MLA, Adam Olsen

Last Friday, a total of 37 Salt Springers gathered at the United Church Meadow on a practically-perfect summer Friday to welcome our MLA, Adam Olsen. While some did stand just outside the circumference of the circle (too close to one another for my comfort), everyone who wanted to participate was able to join the gathering. While many stayed the entire time, some did come and go, so that total numbers at any time were in the high twenties. As Salt Springers initially seemed uncharacteristically-shy, Adam began with a recap of some of his legislative load - heavier than expected with several bills that have taken a great deal of work: Bill 22 (Mental Health Amendment Act) includes the involuntary detention of youth who are experiencing drug poisoning. Both the Chief Coroner as well as children and youth advocates raised concerns about this clause. Adam cited work that still needs to be done, including engagement with indigenous leaders, before the bill moves forward. If th…

ASK Salt Spring with Elizabeth May, MP Saanich - Gulf Islands

Forty-four gathered to welcome Elizabeth May to the ASK Salt Spring gathering in the United Meadow last Friday, July 31. While we had feared a larger crowd (strictly adhering to social distancing as well as the BC limit of 50 for all gatherings), we were relieved to be able to welcome everyone who wanted to participate. Elizabeth began by expressing her delight and enthusiasm to be able to chat with us in the lovely setting rather than being confined to yet another one of her many daily Zoom meetings. She announced the good news that the Vista Coal Mine would now have to go through federal environmental approval before proceeding. She also announced that there would be no big oil company bailouts in the recovery funding, employing workers, instead, to clean up orphan wells. Her first question concerned the long-awaited Salish Sea Trail, sorely-needed bike lanes from Fulford to Vesuvius. Too long-awaited, these bike lanes would finally complete the trail linking communit…

ASK Salt Spring: Discussing Salt Spring's Climate Action Plan

ASK Salt Spring: Discussing Salt Spring's Climate Action Plan

Fifteen gathered in the United Church Meadow last Friday on a comfortably-cool summer day last Friday. While all questions were welcomed, the conversation was focused on our soon-to-be-released Climate Action Plan 2.0 (CAP). Darryl Martin, the chair of the huge volunteer-driven effort, led the conversation. He had able back-up from Bryan Young, lead writer and member of the CAP steering committee, and Anne Parkinson, Chair of Transition Salt Spring. Major goals of this CAP were to: quantify our climate action realities, identify mitigation recommendations (a whopping 250 of them!), and suggest adaptation strategies. Darryl began the conversation with some history. We learned that there had been a plan in 2011 that had some successes, most notably the emergence of a strong electric vehicle group, a major force in placing Salt Spring in the enviable position of having more electric cars per capita than anywhere else in North America. Last year, our CRD Directo…

ASK Salt Spring: Short-Term Vacation Rentals & Temporary Use Permits

ASK Salt Spring: Short-Term Vacation Rentals & Temporary Use Permits

Last Friday, 13 attended the ASK Salt Spring gathering under the apple tree in the United Church Meadow, welcoming Islands Trustee Laura Patrick. Laura’s comments were her own and not representing the Local Trust Committee. The discussion began with a question about regulating Short-Term Vacation Rentals (STVRs). Laura believes that chairing the Local Trust Committees on Saturna and Pender Islands has given her the opportunity to see other models of addressing the issues of vacation rentals. While she did not propose any solutions, she did offer some observations. For example, if STVRs were “registered” or “licensed” in some way, there would be the ability to regulate them. This could also allow for limiting the number of available units (for example Tofino). While rules around STVRs are being proactively enforced, it is an endless battle: for every illegal one that is closed, more pop up. This constant need for enforcement, with the potential of escalating legal cases, is e…
